It is hard to believe that it has been one year since M-RETS launched its own tracking system. Since that time, we hope you have all noticed rapid improvements in the tracking system. This includes many new features that bring value to our subscribers like email customization, automated recurring transfers, and free access to our Application Programing Interface (API). This past year we have also experienced increased demand from users across North America. With that increased demand, the M-RETS Board of Directors voted to make certain fee changes effective January 1, 2019. These changes address the growing demand seen in renewable energy markets, including in particular exponential growth in the voluntary market. M-RETS unique non-profit status allows us to structure our fees in order to provide maximum value to our subscribers. As more subscribers turn to M-RETS, we will continue to reassess our fee structure and the queue of new features and products.
M-RETS also continues to lead and advocate for change within the industry, including our position that users should have the ability to import/export between all North American REC tracking systems. A great deal of new features and advancements are planned for 2019. In particular M-RETS will continue work on launching a renewable natural gas tracking system to address the needs of a growing new market. M-RETS will continue all of this work while maintaining our tradition of low fees, innovation, value, and an unwavering commitment to our valued subscribers.
The exciting changes to the M-RETS 2019 Fee Schedule effective January 1, 2019 will continue to increase the value M-RETS brings to our diverse stakeholder base. The major change users will notice is that M-RETS will now have a separate voluntary market retirement fee and compliance market retirement fee. The M-RETS Board recently voted to maintain the current fees of $0.017 for compliance retirements while reducing the fees just for voluntary retirements by 41% to $0.01.
The second major change effective January 1, 2019 is that M-RETS will no longer cap the import/export transactions at $100/transaction. Import/Exports will now be charged the applicable volumetric fee without a cap. Below you will find a list of the new fees effective January 1, 2019.
M-RETS FEES – Effective January 1, 2019
Subscription Fees: Subscriber shall pay an annual Subscription Fee, payable at the time that it registers in the Registry and in January of each subsequent calendar year. The Subscription Fee will be based upon the type of organization subscribed.
Micro-Generator Project Subscription: $50/year
This type of organization can register a total of up to 100 kW in nameplate capacity of renewable projects and have certificates issued to it for its projects. A Micro-Generator Project can hold, transfer (only outgoing transfers), withdraw and retire certificates. A Micro-Generator Project cannot receive transfers from other parties.
Small Generator Project Subscription: $125/year
This type of organization can register a total of up to 1.5 MW in nameplate capacity of renewable projects and have certificates issued to it for its projects. A Small Generator Project can hold, transfer (only outgoing transfers), withdraw and retire certificates. A Small Generator Project cannot receive transfers from other parties.
Project Subscription: $550/year
This type of organization can register renewable projects and have certificates issued to it for its projects. A Project can hold, transfer (only outgoing transfers), withdraw, and retire certificates. This type of organization cannot receive transfers from other parties.
General Subscription: $2,200/year
This type of organization can hold, transfer (outgoing and incoming), and retire credits as well as register and maintain projects and have credits issued to it for its projects. This organization type is the only type that can retire certificates for compliance with any of the State RPS programs utilizing MRETS.
Retail Purchaser Subscription: $1100/year
This type of organization is for retail purchasers of credits. A Retail Purchaser can hold, accept incoming transfers, and retire credits. They can also register and maintain projects that are under 1MW in capacity and have credits issued in their organization. Retail Purchasers cannot make outgoing transfers.
Qualified Reporting Entity (QRE): No Fee
Qualified Reporting Entity is (1) the control area operator, interconnecting utility, scheduling coordinator, or an independent third-party meter reader and is not affiliated with the owner of the generator for which the entity is reporting; or (2) the control area operator or interconnecting utility and that is affiliated with the generator owner, but having sufficient segregation of duties such that the person performing the Qualified Reporting Entity duties does not have access to transfer or retire Certificates created for that generator. A Qualified Reporting Entity must enter into an agreement with the M-RETS Administrator describing the terms and conditions under which the Qualified Reporting Entity agrees to conduct business with M-RETS and must report data in accordance with the standards set forth in these Operating Procedures. Every generator registered in M-RETS must have a QRE.
Program Administrator/Government Regulator: No Fee
State regulators, including but not limited to public utility commission and public service commission staff and voluntary market program administrators (e.g. Green-e) may be granted a Program Administrator/Government regulator account. Volumetric & Transaction Fees:
Issuance Fee: An organization shall pay a per-REC Issuance Fee for up to the first one million one hundred thousand (1,100,000) RECs issued in the Registry each calendar year by a given generator registered in its organization.
Compliance Retirement Fee: An organization shall pay a Retirement Fee for each REC retired in the Registry for a State/Provincial Portfolio Standard, Municipal Portfolio Standard, or Federal Renewable Energy Requirement.
Voluntary Retirement Fee: An organization shall pay a Retirement Fee for each REC retired in the Registry for a Green Pricing Program, Green-e Energy Certified Voluntary Market Sale, Beneficial Ownership or any other Voluntary market reason.
Imports from other registries to M-RETS: $0.005/REC
Exports from M-RETS to other registries: $0.01/REC
M-RETS maintains a uniform and transparent fee schedule. M-RETS does not discount fees unless specifically noted on this schedule.
