CleanCounts (then M-RETS) and Western Electricity Coordinating Council (WECC) have an operating agreement under which CleanCounts currently provides software services to support WREGIS, a web-based tracking system for renewable energy certificates (RECs). Signaling seriousness to renegotiate the operating agreement to better align with our nonprofit mission, CleanCounts informed WECC that it was terminating (not renewing) the existing contract.

CleanCounts is North America’s most expansive nonprofit clean energy registry. CleanCounts directly manages 13 compliance programs across six states/provinces in the U.S. and Canada. In compliance markets where our engineering team works directly with customers and regulators, we have not had a single prolonged service interruption/issue going back to the beginning of our ticketing system in 2017.
Separately, CleanCounts has an agreement with WECC to support them with software and services for the nine compliance programs in the Western Interconnection. With the Western Interconnection, CleanCounts has not had the kind of direct stakeholder engagement that we have in our other compliance program states/provinces.

Will this impact my RECs in WREGIS?
The operating agreement will end on December 31, 2027. CleanCounts remains committed to providing exemplary customer service to WECC staff and Western Interconnection stakeholders.
When was notice given?
On September 12, 2024, CleanCounts (then M-RETS) notified WECC that, under the existing terms, it would not extend the March 2022 software services agreement. WECC notified its WREGIS Committee members and WREGIS Stakeholder Advisory Committee members in late April 2025.
Why is the agreement ending?
As a mission-driven nonprofit organization, CleanCounts needed to ensure development staff hours provided to WECC were in line with the operating agreement. Upon review of the agreement, CleanCounts determined that giving notice of agreement termination was the best option.
