Subscription Fees: Subscriber shall pay an Annual Subscription Fee, payable at the time that it registers in the Registry and in the month of registration of each subsequent calendar year. The Subscription Fee will be based upon the type of organization subscribed.
If a subscriber fails to pay their annual Subscription Fee within ninety days (90) of issuance, M-RETS shall close the Organizations access to the System. A User that wishes to reactivate an Organization that is closed due to failure to pay shall be required to pay the full annual Subscription Fee as well as an additional reactivation fee equal to 65% of the current Subscription Fee applicable to the closed Organization. A voluntary inactivation does not accrue a reactivation fee.
Micro-Generator Project Subscription: $50/year
This type of organization can register a total of up to 100 kW in nameplate capacity of renewable projects and have certificates issued to it for its projects. A Micro-Generator Project can hold, transfer (only outgoing transfers), reserve, and retire certificates. A Micro-Generator Project cannot receive transfers from other parties.
Small Generator Project Subscription: $125/year
This type of organization can register a total of up to 1.5 MW in nameplate capacity of renewable projects and have certificates issued to it for its projects. A Small Generator Project can hold, transfer (only outgoing transfers), reserve, and retire certificates. A Small Generator Project cannot receive transfers from other parties.
Project Subscription: $550/year
This type of organization can register renewable projects and have certificates issued to it for its projects. A Project can hold, transfer (only outgoing transfers), reserve, and retire certificates. This type of organization cannot receive transfers from other parties.
General Subscription: $2,200/year
This type of organization can hold, transfer (outgoing and incoming), and retire credits as well as register and maintain projects and have credits issued to it for its projects. This organization type is the only type that can retire certificates for compliance with any of the State RPS programs utilizing MRETS.
Retail Purchaser Subscription: $1,100/year
This type of organization is for retail purchasers of credits. A Retail Purchaser can hold, accept incoming transfers, and retire credits. They can also register and maintain projects that are under 1MW in capacity and have credits issued in their organization. Retail Purchasers cannot make outgoing transfers.
Qualified Reporting Entity (QRE): No Fee
Qualified Reporting Entity is (1) the control area operator, interconnecting utility, scheduling coordinator, or an independent third-party meter reader and is not affiliated with the owner of the generator for which the entity is reporting; or (2) the control area operator or interconnecting utility and that is affiliated with the generator owner, but having sufficient segregation of duties such that the person performing the Qualified Reporting Entity duties does not have access to transfer or retire Certificates created for that generator. A Qualified Reporting Entity must enter into an agreement with the M-RETS Administrator describing the terms and conditions under which the Qualified Reporting Entity agrees to conduct business with M-RETS and must report data in accordance with the standards set forth in these Operating Procedures.
Program Administrator/Government Regulator: No Fee
State regulators, including but not limited to public utility commission and public service commission staff and voluntary market program administrators (e.g. Green-e) may be granted a Program Administrator/Government regulator account. Issuance Fee
An organization shall pay a per-REC Issuance Fee for up to the first one million one hundred thousand (1,100,000) RECs issued in the Registry each calendar year by a given generator registered in its organization. This cap does not apply to backloaded generation or to Alternative Energy Certificates (AEC). Effective 01/01/2024, the Issuance Fee Cap will be increased to three million RECs issued.

An organization shall pay a Retirement Fee for each REC retired in the Registry.

An organization shall pay a Retirement Fee for each REC retired in the Registry for a Green Pricing Program, Green-e Energy Certified Voluntary Market Sale, Beneficial Ownership, or any other Voluntary market reason.

An organization shall pay a Retirement Fee for each REC retired in the Registry for hourly claims.

An organization shall pay a fee to Reserve a Certificate that was originally issued in the M-RETS system but needs to be used outside the M-RETS platform.

Import/Export Fee
Imports from other registries to M-RETS: $0.005/REC. M-RETS applies a $100/day cap to Imports.
Exports from M-RETS to other registries: $0.01/REC.
Generator Registration Fee: $1,500/one-time fee
(may be waived if and only if certain conditions are met)
Every Generator shall be required to pay a $1,500 one-time registration fee. This fee accounts for the cost of verifying the registration information prior to certificate issuance. However, Generators that register and use an Independent Reporting Entity for the full first year of generation information may have this fee waived if the Independent Reporting Entity verifies through a signed legal attestation that all of the information submitted through the registration process is true and correct.
Generator Only: No Annual Subscription Fee
This Type of Organization can register one or more renewable thermal Generators and have certificates issued to it for its Generators. A Generator Only Account can hold, make outgoing transfers, and withdraw certificates only if they are to be used in another regulatory scheme such as the California Low Carbon Fuel Standard, United States Environmental Protection Agency Renewable Fuel Standard. While Generator Only Accounts do not have annual fees, there may be fees associated with withdrawing certificates.
General Subscription: $2,200/year
This type of Organization can hold, transfer (outgoing and incoming), and retire Certificates as well as register and maintain Generators and have Certificates issued to it for its Generators. This Organization type is the only type that can retire Certificates for compliance with any State or Provincial Compliance programs that utilize MRETS.
Independent Reporting Entity (IRE): No Fee
Independent Reporting Entity is the control area operator, interconnecting utility, scheduling coordinator, or an independent third-party meter reader and is not affiliated with the owner of the Generator for which the entity is reporting; or the control area operator or interconnecting utility and that is affiliated with the Generator owner, but having sufficient segregation of duties such that the person performing the IRE duties does not have access to transfer or retire Certificates created for that Generator. A IRE must enter into an agreement with M-RETS describing the terms and conditions under which the IRE agrees to conduct business with M-RETS and must report data in accordance with the standards set forth in these Operating Procedures.
Program Administrator/Government Regulator: No Fee
State regulators, including but not limited to public utility commission and public service commission staff and voluntary market program administrators (e.g. Green-e) may be granted a Program Administrator/Government Regulator Organization.
